Vienna (Nicole Fox), a vulnerable young woman living in California's Inland Empire, attempts to escape her bleak financial reality by pursuing a career in nude glamour photography. She is deeply trapped in a toxic, abusive domestic relationship with her live-in boyfriend, Zack (Sam Brittan), an aspiring indie-rock musician who controls her income and degrades her. Seeking money, Vienna begins working with Allan (Clifford Morts), a much older, intensely repressed divorced man whose amateur photo shoots quickly cross into uncomfortable, transactional power plays. The psychological tension reaches a breaking point as Zack openly betrays Vienna by sleeping with his own bandmate's girlfriend, triggering a chaotic spiral of domestic abuse, mutual exploitation, and desperate ambition that threatens to destroy everyone involved.
